pl-259 into an antenna

ok i have a question, i want to build a 1/4 wave out of a pl-259 so i can replace the 6 foot dual band antenna for trips to parking garages and still be able to use the radio.
here is the question,

where do i measure from for the 19.5 inch? the tip of the connector, or, the back side of the connector?
i know it would be easier to jsut cut it 20 inches and hook an swr meter up to it, but i'd like to ask this as a general question

Hay Scott I have and mfj dual bandier ant that at the longest is 19 inches may be shorter. but It comes with the pl-259 on it but also have an adapter for the big threads so I can choose which one. You may have seen it on my tow truck Ive had that atn for over 10 years and cant complain it still works. hope this helps .
